Delete a namespace and cascade its resources
Ownership-checked. Refuses the caller's last namespace (409). Destroys the namespace's keys, OAuth tokens/clients, and policies; archives the row; detaches usage history. The wallet and BYOK keys (user-keyed) are retained.
Requires the namespace:write scope.
